Video Description Mandate for the U.S.?
A set of proposed amendments to the Communications Act of 1934 (Bill S.2686) including Sen. McCain’s proposed Television Information Enhancement is about to pass through the U.S. Congress. One element would authorize the FCC to require broadcasters to provide video description with their programming. A prior such FCC mandate was struck down in the courts based on the ruling that the FCC did not have the authority to create such a mandate. With the passing of this bill, the FCC will have the required authority to enforce such a mandate.
